The Program Manager must have at least 15 years' experience involving information technology and related systems. Must have DoD experience.

 

The Program Manager will be responsible for all relevant program(s) oversight, resource management, risk management, service delivery, customer relationship management, service operations, and incident management.

 

*This position is contingent upon award.

 

Essential Duties and Responsibilities:

 

Responsible for managing very complex and high-risk programs, and shall not serve in any other capacity.  Directs daily staff and task activities to meet client and corporate work objectives by formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Supervises assigned technical and administrative staff, including subordinate managers. Remains current and well versed in the latest IT technologies and provides oversight and guidance in the planning, design, implementation and integration of all current and future projects.  Assures quality of task products, services, and deliverables, including participating in reviews, audits, and site visits. Serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems. Responsible for coordinating and monitoring subcontractor activities. Directs the contractor staff in the software development process, including requirements gathering, Analysis of Alternatives (AOA), analysis and design, development tools and technologies, release and version control, contemporary testing methodologies, and deployment management.   Identifies and resolves problems and issues. Makes recommendations for new approaches to sustain business success.

 

 Work Experience:

  • Must be a Program Manager with at least 15 years' experience as well as have at least 10 years of experience interfacing with clients at the management level, and have proven experience managing client expectations & relationships
  • Experience in organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations
  • Demonstrate proven track record to identify potential operational and process risks and formulate/implement effective mitigation plans
  • At least 10 years' supervisory experience
  • Demonstrate skills and experience in managing, developing, collecting, and maintaining formal Army and DoD network configuration and Information Assurance (IA) documentation
  • Experience with DoD Risk Management Framework processes and DoD IA/Cybersecurity requirements
  • Demonstrated ability to manage and ensure the successful completion of multiple technical tasks in assigned program(s)
  • Demonstrated ability to recruit, hire, manage, supervise, train, schedule, coordinate, and evaluate staff as assigned
  • Experience with projects and operations of a nature similar in size and scope as those pertaining to PWS

Job Skills:

  • Experience in IT project/program management with specific emphasis in IT infrastructure and development
  • Experience in supporting systems utilizing COTS and GOTS products in both Infrastructure and Application Development environments
  • Enthusiastic, proactive, positive attitude with great listening skills and high integrity
  • Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses
  • Ability to think and act strategically and proactively
  • Strong writing and presentation skills
  • Strong desire to mentor, coach team members while providing oversight for all aspects of relevant Program(s)
  • Able to work under pressure (at times) and to be extremely flexible under changing priorities
  • Able to find innovative ways to solve problems
  • Lead a team of senior, experienced staff providing services to Unissant's customer
  • Develop, update and maintain the program plan to ensure timely delivery of IT, consulting or other services and adequate resource allocation
  • Work with individual leads to manage P&L, budgets and forecast through financial controls as well as establish and implement metrics and key performance indicators to manage various projects and report results to senior management and the customer
  • Must have proven experience with conflict resolution and demonstrated strengths in organizational skills required in selecting, motivating and developing support staff
  • Ability to advise customer on strategy and be able to present complex ideas and IT solutions to large number of government officials, including business stakeholders.
  • Experience with management, resource utilization, and supervision of employees (including subcontractors) of various labor categories and skills across program
  • Demonstrate experience with government contracting and work with leads and Contracting Officer Representatives for oversight and milestone delivery of projects
  • Effectively communicate and keep Unissant management and client stakeholders aware of project status, budget utilization, issues, risks, and successes.  Escalate critical items appropriately
  • Identify critical success factors at onset and throughout program lifecycle and ensure removal of barriers to success
  • Identify and communicate the project's business benefits to project teams and the client stakeholders to create a unifying sense of direction and purpose
  • Identify and champion opportunities to expand the business benefits of the program beyond current scope by developing business cases that qualify and quantify the anticipated return on additional client investment
  • Sub contract management

Education and Certifications:

  • Bachelor's Degree required in Engineering, Computer, or Information Management
  • Department of Defense (DoD) Information Assurance Workforce (IAWF) DoD 8570 IAM Level I qualifications (CAP, GISF, GSLC, Security+, or CISSP) required
  • Project Management Professional Certification (PMP) Required
  • ITIL v.3 Foundations Preferred
  • Active DoD Secret Clearance required

Communication Skills:

  • Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization
  • Ability to write clear and concise creative content in a highly confidential manner

Travel:

  •  Willing to travel occasionally as needed (up to 10%)

 

Environmental Requirements:

  • Mainly sedentary; in an office environment.  May be required to lift up to ten (10) pounds
  • Flexible in working extended hours
