We are seeking a Vice President, FedCiv Health Business Development, to join our team. This individual will interface with the Executive Vice President, Federal Growth to develop actionable market assessments, identify credible market opportunities, investigate and develop strategic teaming partners, and deliver winning proposals.This individual will work alongside the Sr.Vice President, Business Development taking direction from a pipeline management, gate review and capture management perspective.The VP, FedCiv Health BD owns his/her HHS/CMS accounts.

As a senior Unissant employee he or she will also be a subject matter expert (SME) and thought leader supporting business development and sales across our core competencies to include financial management, program management, business transformation services, data management, process re-engineering, systems / processes, health informatics, data analytics, operations analysis.

The VP, FedCiv Health BD leads, develops, and grows market share for Unissant's service offerings. This senior employee provides input to and support for the execution of the Corporate business development plan. This position will report to the Executive Vice President, Federal Growth.


Essential Duties and Responsibilities:

  • Create and manage a pipeline, primarily focused on CMS and our SPARC IDIQ (but not limited).
  • Build a network of key contacts and relationships within CMS and other HHS accounts to secure customer loyalty and gain early insights into potential business opportunities.
  • Use every customer interaction as a potential opportunity to develop more business within the account through incisive and effective questioning.
  • Coordinate development efforts with the VP, BD to maximize growth potential while helping to minimize travel budget.
  • Capture responsibilities include developing and executing strategic campaigns; to include developing customer insight.
  • Develop and execute customer and industry call plans with a focus on Federal Health (i.e., HHS, CMS, FDA, etc. but primarily CMS) account management, capture plan execution and customer relationship.
  • Build a network of key contacts and relationships within strategic growth accounts to secure customer loyalty and gain early insights into potential business opportunities.
  • Lead and be responsible for all gate reviews for his/her pipeline through the development/execution stages.
  • Participate in Company Growth related activities: Including Go-To Market growth strategy and Business Development.
  • Direct key Account Management functions to enable Market Penetration, New Market Development, New Product introduction in Current Markets and Market/Product/Solution Diversification.
  • Work cooperatively across departments with Contracts, Finance, Operations and Marketing.
  • Provide guidance for technical responses to RFI/RFP/RFQ's.
  • Must be familiar with and support corporate goals and objectives.
  • Participate in meetings, as required, with the Corporate Leadership Team to present business development plans, performance updates, and lessons learned.
  • Keep up to date with technical and solutions information within the industry to provide the best solutions for customers.

Job Skills:

  • Ability to work collaboratively and in partnership with both executive and line level personnel in a professional, highly positive manner.
  • Proven and strong experience in federal business development, capture, operations management, pipeline development/management, market development, capture management, and/or proposal development for public and private/nonprofit sector clients.
  • Proven experience in comprehensive, advanced negotiation and closing skills.
  • Demonstrated ability to penetrate new markets and leverage personal and professional relationships into quality revenue growth.
  • Ability to think and plan strategically and execute tactically to meet the federal growth targets.
  • Demonstrated industry contacts and relationship that are relevant to continued organizational growth.
  • Enthusiastic, proactive, positive attitude with great listening skills and high integrity.
  • Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses.
  • Ability to think and plan strategically and execute tactically to meet the growth targets.
  • Strong writing and presentation skills.
  • Strong desire to mentor, coach team members while being the company's central face for the customer across all the accounts in the market for all aspects of business functions to aid in company's development and growth.
  • Able to work under pressure (at times) and to be extremely flexible under changing priorities.
  • Keep executive leaders informed of key activities and issues impacting performance results.
  • Establish and maintain performance metrics. Analyze account performance and create and manage marketing and sales scorecards

Communication Skills:

  • Excellent verbal and written skills, including strong presentation skills.  Solid ability to interface, inspire and motivate at all levels of organization.
  • Ability to write clear and concise creative content in a highly confidential manner.
  • Ability to collaborate effectively across all divisions within the company, focusing on driving a positive corporate culture.

Work Experience:

  • At least 10 years of relevant business development, proposal management and capture management experience.


  • Bachelor's Degree or 5 plus years of work experience is required in related field or role. Master's degree (MBA preferred) in related fields is highly desired.


  • Willing to travel occasionally as needed (up to 50%).

Environmental Requirements:

  • Mainly sedentary; in an office environment.  May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours.
